Rowing but not canoeing/kayaking

We have a great rowing tradition but don't seem to feature in the canoeing/kayaking (apart from some of the slalom races).

Is that because the British establishment tend to look down their nose at it and think of it as more of a recreation, not a proper sport like public school rowing?

I suspect it's more specifically because rowing's a more "organised" sport - you get lots of people doing it at once and you only need one boat for them. That probably makes it more attractive to schools (public or not).
