Tour De France

Bonsoir mes amis !!
I watch the TdF every year (boring I know but I love it) but have yet to find out what the Tag/Label (or whatever it is !) that protrudes from beneath the saddle at, what seems to be a 45 degree angle, actually is !! I've trawled the various websites but to no avail - does anybody have any idea please ??
