I strongly advise taking to a specialist shop (Look in the yellow pages for: fuel injection services) and having the injectors serviced. (This includes a thorough clean and re-profiled)
Basically a poor injector will 'drip' the fuel instead of 'spraying'. This is not good for cold weather starting ....
if its got the aaz engine god help you, once its started does it run ok, the reason i ask is the mk2 golfs had a fault thats well known, and the campulley to crank fixing is crap , it throws the timing out and when its cold its a right pig to start, but once the engine warm its fine, normally tell by putting the footdown and leaving the cars behind in smoke,
