It would appear that he may possibly have carried out an illegal overtake in the final race on Sunday. Though Ferrari may push it they may not have to as the FIA are obliged to investigate regardless.

Vettel was pulling to the right of the track while the green "flag" was still visible ahead of his position, therefore the overtake must have been completed before entering the green zone.
