Perhaps he'd just had a big lunch on expenses, and couldn't walk very far.

do you know, I can understand this sort of claim, and it's stupid. If I put in a claim for travel between X and Y, and subsequently need to put a claim in for further travel that day, between A and B - our travel claims department will want to know how I got between Y and A (usually for me, I've walked, or had a lift between the two offices). Presumably his official car will have driven that distance..... but it would have easier just to have left the car parked at Y, then walked back before his second journey. Or is that too easy?
