I'm not sure it warrants an 8-match ban, but the problem seems to be:
"the 27-year-old said he was overheard commenting that it was unlikely the referee would change his mind and that he was foreign."
and not "Polish people are foreign"

Not a bit of a difference a lot of difference so much so that it doesn't make sense.
Remarking that "Polish people are foreign"on its own is a bit of a strange thing to remark, but essentially harmless. The goalkeeper in question is evidently trying to draw a link between his being foreign and his getting the decision wrong and/ or, refusing to change it. There is no justification for such a link.

So did I. Likewise, I'm from England but went to school in Wales, so was always teased when England got beaten at rugby*, which I resented but this was in the age when there was no 'card' to play. I just had to 'suck it up' (we didn't have that phrase in the UK lexicon at the time, either. A 90's Americanism, I suspect).
*That ages me, rugby results-wise. Ha ha.
