Any Taekwondo Practitioners On Here?

Why do they not punch when in close? No doubt there are valid tactical reasons. I know the art has punches and they do score but in competition you hardly ever see one. Often they get in close and tend to clinch and kick fresh air rather than punching. Anyone explain? thanks.

At a guess it might be because a punch will score only a single point (which might easily be cancelled out by a return punch), whereas there are more points to be scored (and with less chance of the opponent being immediately able to get those points cancelled out) by seeking to kick the opponent:
