Barricaed Entrance on GTA3 in Shoreside Vale

Driving on the Cochrane Dam in Shoreside Vale (The dam that has pedestrians walking on it). When you reach the end of the dam at the road, to the left is a tunnel which is barricaded. What is this tunnel? what is the meaning of it? Have I missed part of the storyline that states what it is?

its nothin in liberty city stories (psp) its open and takes you to another island but there is a secret island behind it you need to fly the dodo to get to it tho

Ye I've heard of the ghost town n stuff, just wondered if it was barricaded so that a sequel GTA could explain what it is. Thanks for the help
