Changing Uni's

My sister is just about to start her second year of a sociology degree at Bristol Uni, but wants to apply through clearing to do nursing at UWE. Does she have to officially leave Bristol before she can apply to UWE? She doesn't want to leave her current course then not get in and be left waiting until next year.

check the ucas website, usually with clearing the uni has to agree to release her before she can go through clearing, but as she's already at uni I'm not sure if this still applies
