If it's still got the origional hard drive in it then you have two choices...
If it boots look in start > all programs > toshiba and you should find a utility to create the recovery disks (you'll need a few blank cds or DVDs depending on what it asks for)
If it doesn't boot turn the computer on and start tapping F8 as soon as you've hit the power button and select repair computer when given the option, and then follow the instructions to do a full factory reset.
@ChuckFickens, Iv'e tried doing it that way, but it keeps on taking me back to the same screen with this message. Missing or corrupt Windows root/system32/hal.dll
