What do you mean when you say that your desktop isn't 'accepting photos'? If you're trying to use a picture on your computer as 'wallpaper', here's how I'd do it. (If you're trying a similar route, please explain where it goes wrong):
Right-click on the desktop and enter 'Properties'.
Click the 'Desktop' tab, and then on browse.
Navigate to the location of the required picture and double-click on it.
Click 'Apply and then 'OK'
