Laptop Battery

Last night I fitted a new battery in my laptop Inspiron 1545,it came with a 28% charge. this morning it still has only 28% charge and my task bar indicator says that the battery is not charging.
Have cheked the battery meter--battery health says says battery is performng nomally and in battery life the disable battery charging has not been ticked.
My charger indicator light is lit and appears to be working Ok,it operates laptop with battery removed.
Any ideas why it isn't charging ,

Repeated same last night,still no charge to battery,now reading 27%.Do any readers think this could be a battery fault.?
