Usb Ports Dont Work

Hi not sure if anyone will have a idea, but a desktop pc of a friend tower the usb ports have stopped working, so the back ones and even the front usb ports both dont work at all....Whould you think this is a driver issue, basically im thinking for both front and back to stop working i cant think its the motherboard that had it..so whould you think maybe a fresh install of win 7 whould sort it as it needs reformating anyways...Or do you think it could be the motherboard...thanks in advance for any help.

Go to Control Panel, select Device Manager and see if you have any little yellow triangles. If not, then the drivers are fine.
Have you tried more than one usb device?

Why do you think it needs reformatting? Are there other issues?
