Primary Scratch Drive Is Full?

Hi guys,
I'm transferring a picture from my camera to my PC using adobe photoshop home edition.I've got it on screen but I can't resize or save it as a message appears saying that my Primary scratch drive is full and recommends that I delete some files.
I have 4gb ram and 432gb free hard drive so what does the message mean?
