How To Make A Basic Map For A Game

I don't need terrain or anything like that. I just want to make a map with the basic outline of the city/state/country and unnamed streets. No need for any part of it to be interactive (although I would like pins) but for now just a basic map would be good.


I've googled but all I've got are ways to label existing city maps or create terrain maps for fantasy games

Creating terrain maps for fantasy games seems like a potentially good way to do it, though. You can in principle create rough coastal outlined, either cliffs or beaches, and then have mountain ranges and rivers and roads and wars to mark city locations and the like. The last map editor I used would be for a rather old game, but modern games will have similar and far more flexible tools to make the map as varied and creative as you want.
