Ios 9 - Slow Loading Keyboard?

I've recently upgraded my IPad 2 to IOS 9 and have noticed that the loading of the keyboard when you want to do some editing is incredibly slow. A new feature that has appeared with this version is a grey line on the screen with curly arrow symbols on the left hand side and a clipboard symbol also on the left side and up and down symbols on the right hand side - this grey line comes up almost immediately when you tap the screen to edit but it's several seconds before the keyboard appears.
It occurs to me that this grey line might be some new 'feature' controlled by a setting I don't know about, and that the Operating System must be doing something in the background that's slowing down the loading of the keyboard.
Any ideas or suggestions? Or any ideas what this grey line is all about?
