Computer "performance" Regularly Shows Up To 100 Pct

My computer "performance" regularly shows up to 100 pct with minimum usage. When I click an internet link it'll go from almost zero to 100% and then hover there even after I've exited the page.

Any clues as to the cause and how this issue can be resolved?

You haven't said what OS system you are using but you need to open the task manager to see what is hogging your resources.

(NB: It's important to start the Task Manager before you encounter problems. It will be almost impossible to start it when something is hogging all of your system's resources).
