Alternatively, download the MCPR tool and run it to get rid of all traces of McAfee on your computer:
https:/ /servic e.mcafe e.com/w ebcente r/porta l/cp/ho me/arti cleview
and then install Avast instead:
https:/ /www.av ast.com /en-gb/ index
(The foregoing assumes that you've actually got McAfee security software on your computer in the first place. If not, you've acquired some malware. Let us know if that applies).

If you only used the normal 'uninstall' route to get rid of McAfee (i.e. by going via your list of installed programs) there will still be some components of it left. (That's true of all antivirus programs. They're designed so that the viruses they're trying to block can't simply uninstall them). You need to run the MCPR tool to finish the job off; you should then find that the pop-ups become a thing of the past.
