Touch Screen Facility Not Working

I have a 5 year old Dell Inspion 17 laptop which is supposed to have a "touch screen " facility.
If I ask Dell for help they will make a high charge for correction, which as an OAP I could not afford.
I would greatly appreciate it if someone could tell me the solution to this problem.

Press Windows Key + X together on your keyboard.

Click on 'Device Manager'.

Expand the 'Human Interface Devices' field by clicking the little arrow next to it.

RIGHT-click on 'HID-Compliant Touch Screen'.

Click 'Enable'.

Click 'Yes' to confirm.

Restart your laptop.

Cross fingers ;-)
