It's actually entirely possible (and 100% legal) to sell a car and transfer ownership without a V5C document. ... The V5C or Logbook holds all the ownership info for your vehicle. Once a car has been sold or changed ownership, you can also notify the DVLA without needing the V5C if it's unavailable.//

Unless you've managed to get the V5C 'new keeper' slip from the seller, you'll need to send a cheque or postal order for £25, made payable to 'DVLA, Swansea', with the form.
Theoretically you can pursue the seller for the £25 you've had to pay out due to him/her not providing you with the 'new keeper' slip but, in practice (given the costs and hassle of going to court), it's simply not worth it.

I don't know where you got that from, elliemay, but it is not correct.
The V5C does not record ownership of a vehicle. It records who is the Registered Keeper. They may be one and the same, but they need not be. There is no register of vehicle ownership and in fact the V5C states in big letters at the top of page 1 "This document is not proof of ownership" and then underneath "It shows who is responsible for registering and taxing the vehicle."
