Is It Legal For Builder To Sell A New...

Answer bankers, I would appreciate some advice on a matter please. My neighbour owns a fence in between our house & theirs. They do change/repair it if need be.
I would like to know who's responsible for painting & supplying the paint for it. Thanks in advance

Late mum in law in a semi bungalow, guy attached paid for a new fence out the back, we asked if he wanted a contribution, he said no to the cost of the fence, but yes to the cost of the preservative, just so the colour both sides always matched, on the drive side the fence between was a real mess, I got a friend to build a metal hooped fence, so the wind blew through it instead of trying to blow it over. Chap above offered to go halves which we accepted, galvanised and painted in 20 years it still looked as good as new.
Unless there's a covenant in the house deeds, requiring your neighbours to keep the fence in good order, they're perfectly entitled to let it rot (or remove it altogether) and simply sayto you "If you want a fence, you can put your own one up, mate!"
So there's no obligation upon them to paint either side of it (or to pay for you to paint your side).
As it's their property, you need their permission to paint your side of the fence. However they're not obliged to pay for the paint.
If you want to paint the side facing you then you need their permission as has been said. You also are advised to agree on a colour and se if they want to paint their side too ( cost split to be agreed). This is to avoid your paint dripping through and spoiling theirs. It's always best to agree things with neighbours.
