2/ I wonder what that report said that meant such a decision was made.

3/ why after speaking to the lady in question was the matter not looked into without the need for her to attend the station.

Unfortunately it is a sign of the times. Inexperienced officers overeacting and not thinking of the consequences of their actions. It was only one possible complaint.

Not a lot of info about what actually happened. Reading between the lines I reckon her stranged partner bought them for the kids and when they went back to him without them he reported them stolen.

It's not word for word its' what must have happened. It's called extrapolation of data. If someone reported them stolen the must have seen something that looked like a theft. QED. Stop trolling me old china you aren't smart enough.

Yes and as I said reading between the lines that man was her ex. When she had the kids visit she kept the ipads he bought them. So he reported her and tehn she denied she had them. She was found to be lying and arrested.
