Old digital camera image

I have a really old image taken on a digital camera a few years ago. I think the digital camera was around 1.1 mega pixels in quality. The image is a jpeg and we are looking to use it in a report, and we need to increase the size of it, but when we do so the image becomes extremely fuzzy.

Is there any way of increasing the quality so it wont be so fuzzy. Iv'e tried converting the image to BMP etc and it doesn't work.
