Are you using Windows 2000?

I had to correct this on someone's laptop recently - it didn't have a floppy drive, so it needed a bootable CD. I found this helpful site:-

(it does give details on how to correct the problem with a floppy as well)
It happens in XP as well. It is a fault in the loading sequence when starting up.
It is easily resolved by booting from your original XP Disk and selecting R for repair console when you get the blue screen options.
All your Data and programs are safe when doing this.
