If you know what speed processor the PC has (e.g. 2.8GHz), try to see if there's any information on the screen, when the PC starts, to indicate the reported speed. For example, if you've got a 2.8GHz processor, which is meant to run at 133MHz, you might find that it's reported speed is only 2.1GHz because the BIOS has defaulted to 100MHz. Resetting the CPU frequency, to what it should be, will correct the problem; the PC might then boot up properly.
