please help me to appeal agnaist my penalty charge notice
my representation was rejected because the issuing attendant recorded my vehicle seen at 11:26 parked with 4 wheels on the footway and notice was issued at 11:32.
I was parked at the back of my house by my back drive which blocks my back gates. I have never recevied a ticket before and i have been parking my car their for over 10 years.

For more on marking an answer as the "Best Answer", please visit our FAQ.Sorry but if the attendant correctly recorded that your vehicle was on the public footway, your appeal will be rejected. Simple as. I am guessing you have contravened the Road Traffic Act and therefore the penalty is a fine.
You only have the right to access your drive via the footway - not to park on it.
For your own financial good, I urge you to park your car in an appropriate place.

Are you sure that those 6 minutes were not spent on some minor emergency?? Or that you heard your phone ringing and it was a relative who needed you to help with an accident (sudden illness?). Or that you had a problem with the lock on your gates and were trying to undo them (gone to look for a tool?) Or, for example that you were "caught short" and had to run to the toilet due to a medical condition?
Or anything similar .....it seems that you have been penalised for parking just for those 6 minutes, which is barely time to complete any of the above events.
