I may be acquiring a second PC. I'd like, occasionally, to connect it to the internet (broadband). Currently (famous last words) I don't see the need to connect both computers at the same time, so don't want to go the the expense of getting a router, etc.

Will just unplugging and replugging the modem and reconnecting work? Or will the ISP detect that it's a different computer and say 'not allowed'?

Should be no problem - I currently do exactly what you're proposing.
The ISP couldn't care less what computer you are using as long as the User Name and Password are correct, and there is only one logged in connection at any time, so as Fork Handles says: No Problem
