Computer problem

I am a bit of a novice with pcs and have a 4 year old system with windowsxp
We had a powercut at the weekend and this seems to have affected my machine
When I switch on I get an error message and it counts down to starting in windows safe mode, but nothing happens after it counts down
Any suggestions...in very plain english please

Power surge had knocked out my boot up from internal drive settings!
you need protection ......

buy a surge protector from B&Q or pc world
