Serif PhotoPlus 6 would top many people's lists of suggestions:

Google's Picasa software is also popular:

GIMP is probably less easy to get to grips with than either of those programs, but it's the nearest thing that you'll get (for free) to Photoshop:

Irfanview is probably best known as an image-viewing program, rather for image-editing, but it's got some useful features for manipulating your pictures. (e.g. it's one of the best programs I know for getting rid of 'red-eye'):
