I Want to upload a picture on a website but it said the photo must be a .jpg .gif or .png file.
my photo is off a digital camera.
Is there a way i can convert it?

Often your camera will come with some imaging software, and this should help you. Alternatively you can simply plug in the usb download lead that came with the camera, and when you switch the camera on your computer will recognise it as a storage device.
You can then navigate to the image ou want, right-click on it and choose 'open with ....microsoft office picture manager', a simple program that has an 'edit' and 'save picture as' option - choose jpg or gif from the latter.

you don't say which camera ....
most will save .jpg by default - but dSLRs also have a RAW setting which records exacly what the CCD sees.
in that case you should have a converter prog that came with the camera
it's complicated 'cause different manufacturers use different RAW formats
