Track lights won't turn off

My kitchen track lights and under-cabinet lighting won't turn off (they are on the same dimmer switch). I can turn the switch to off, and they get dim but don't turn completely off. I have unplugged the under-cabinet lights and removed the track lights from the tracks, but am worried there is still power there. If I turn off the power at the breaker box I won't have any kithcen lighting from the remaining pot lights. Should I call an electrician or is there a simple solution? Any suggestions are appreciated.

With some dimmer switches you have to press it to switch on/off and then turn it to the required brightness.

Thanks, but my dimmer switch is the kind that slides up and down, not the button type you press to turn on. It's also The lights are off in the down position (or use to turn off!) and as I slide the switch up, the light gets brighter.
