I keep thinking of ne'er-do-wells, or maybe ne'er-do-wales???
Probably completely wrong, but I thought I'd give it a go :-)

you were correct, it was ne'er-do-wales. The whole theme of the puzzles had to do with wales, so I knew that wales was some where in there. Thanks a bunch.
