Years of use of Windows gathers all sorts of rubbish that slows it down.
Back up / save all your personal files, then bite the bullet and do a reinstall / recovery of Windows.
The other cheap / easy option is to add more memory.
Going from 512Mb to 1gb, or from 1Gb to 2Gb (depending what you already have) should speed up the PC.
Are you certain it is your PC that is slow, not your broadband speed. You can do whatever you like to your computer hardware wise but it is unlikely to speed up your broadband download speed.

Slow boot up denotes you are auto starting too many programs.
Try to find out what programs auto start, and if you dont need them, stop them starting.
Many programs auto start themselves to make their program appear faster, but if you use them very rarely they are autostarting for no reason and slowing your PC down.

Freezing when switching from one program to another denotes you may have too little real memory.
If a PC has too little real memory then Windows will store parts of memory out on hard disk (in virtual memory) to free up space in real memory.
It may be that when you switch programs Windows is having to move data from virtual memory to real memory.
But moving data from real memory to hard disk, and back again is a very slow process (in computer terms) and it can often "freeze" your computer as it has no spare capacity to do anything else.
Find out how much memory you have and post it here, also tell us your CPU, and what version of Windows you are running.
As I said in my earlier append, you may need to add more real memory.

You probably have some bloatware running in the background.
Lots of programs think they are so important they must preload themselves into memory so they can respond instantly to your request and look like a great utility when in fact they are poorly constructed junkware. Frequently their tasks are trivial or rarely used.
Take a look at what is actually loaded in memory. Many will put an icon in the task bar but others can only bee seen in the Task Manager. Shut them down and see if it helps. If you have benn in the habit of downloading utilties to "enhance" your computer you will probably have fallen prey to this kind of junk.
Some have a "Start with WIndows" setting that you can switch off. Others don't give you this choice overtly but can be either removed from the Startup folder or more often deleted from the Run registy entry. (Search for the RunOnce in the registry. Run is right before it in XP at least.)
If you can't work out how to stop them easily then deinstall them. The hardest ones to stop are often the most useless and bloated.

if it's a "was ok" scenario
money won't fix it - only improve short term
at work we don't just throw more and more ram at a machine - it could even make things worse
don't start throwing money away .... think what's changed ... because it was ok .... unless you have changed what you are doing - it should still be ok
when you are using the machine ... is the hard disc constantly "thrashing?
the most probable causes are HDD getting creaky and throwing errors
run chkdisk /f
in a dos window
THEN defrag
hdd getting over full - as above ... but add
http://www.ccleaner.com/download
run with default settings
you need to have at least 20% free diskspace (more=better)
if you have 10000000sof mp3 or jpg files ... shift them to cd/dvd... or wherever - just off the machine
a bloated file table (fat or mft) will really slow things down over a certain limit
if all this fails
crash and burn ...
easy to say ... if you aren't comfortable rebuilding the machine ... it's all a bit daunting
I tend to rebuild about every 12-18 months
but that's cause I can
if you have recovery discs that came with the machine ... it's not a huge job (once you've backed all your stuff up)
