I used to get that response when I was using a proxy (which I needed to do because the firewall I was using kept blocking access to google. A change of firewall sorted out my problem with access.)
So one way to get that message is if google reckons that you are coming via a proxy.

Any of you using Google as Home Page? My Home Page is BT, IE8 as my Browser with separate Google Tool Bar. I'm not too technically minded to help a great deal as the heavyweights like Chuckfickens, ACtheTroll, VHG etc are the best to ask for help.
