laptop icons all highlighted and even though i click anywhere they still stay same

ok i really dont know how it happened but all my icons on my laptop destop are all highlighted and even if i clilck anywhere it doesnt remove it, also when the screen flashed or blinks, they all go very dark blue and u cant see what they are for a fewe seconds, then they all come bak again, any help pls
