Unable to send a file in windows live messenger

I am unable to send a music file in windows live messenger chat window like before. When I try I get this small black circle showing me I'm unable to drag over to the contact I am chatting with. also up top at file, it is highlighted for send file online but below this is faded for send file, I went into the menu and on left clicked file but nothing is checked there to prevent the file from sharing. I would greatly appreciate you help with this. I even did an uninstall and reinstalled messenger but still can't do it. I'm fairly new to pc use in general so easy how to fix would be greatly appreciated. Thanks in advance! :)
