Like for Like Insurance Claim Laptop

As my toddler granddaughter jumped on my laptop and the hinge was smashed my Contents Insurance are replacing it on a like for like basis.
This is fine, but the money I get from them won't cover all the programs that are on my old one. The old one was a Dell Inspiron and so I bought and they loaded Microsoft Office, Word etc.
They say I can buy the Hard Drive back from their repairers at a cost of £35.00. Is this normal and how do I load the Hard Drive onto the new laptop please.

You can't get your programs off it, only your personal files (pictures, documents, music etc etc)

If you bought office from dell they would have supplied you the CD.
