I am trying to delete a video file but it keeps saying that it is being used by another person or program. It's a stand alone computer and I've shut down all my video playing programs and even disconnected from the internet but still no joy.
Is the a way to view all programs running?

It's stuck in Explorer .. You will not see anything in processes. If after reboot, you cannot delete, it is because it is damaged.
Try to leave on it's own in a folder and delete that (without clicking on the file in any way) Or use a shredder and browse to the folder with it.
Boot into safe mode and try to delete it.
Whenever I get that message, I use a little freeware programme called 'Unlocker'.
