How to unblock Blocked Attachments

I have Vista and use Windows Mail but I frequently get attachments blocked as unsafe.
I know they are safe because I have sent them to myself and I have applied No Filtering and mimimum security . There are no options to uncheck blocked attachments . Nor is there a Unblock box within the Windows Mail unsafe message. I overcome the problem by clicking on the Forward box and then there are the attachments which I can do what I like with. Which makes a mockery of the original Alert message. How can I get my PC to accept these attachments.
Ther doesn't appear to be a rule sometimes several big attachments get through and another time a small black/white one is blocked. I have ticked the no filtering box and applied minimum security but still many gets blocked. I have looked at all the FAQs but their suggestions don't work .

Click Tools > Options
Click the Security tab.
Click to clear the tick alongside "Do not allow attachments to be saved or opened that could potentially be a virus".
Click OK.

Thanks Buenchico I had already done that a few times and it didn't help but I will try again and see what happens. When I checked today that box that box had a tick in it but I had removed it and ticked the Apply box previously .
I've just rechecked and the tick has not reappeared so fingers crossed.

I've just had two emails flagged up as suspect phishing. Which however allowed itself to be unblocked and it was just an ordinary email from a friend. Not even with an attachment so why should Windows mail suspect it. ? It only takes a second to unblock so it's not a problem
just irritating . Any ideas ?

Perhaps it's time to switch to a better email client?
