Tracking Cookies...are They a Threat? and Am I Being Cynical?

I have free Norton security...( I didn't choose it-it came with the last Adobe flash update I did).....it has just done a scan,and has found 80 'threats...all are tracking cookies. Things like 'content yieldmanager.com', 'yieldmanager.net', .bs serving-sys.com', '.bubblestat.com', 'ads.monster.com'.
alongside this-in a yellow box -is Fix Now....which then opens a new window......to upgrade,and purchase,new security. Am I being a cynic in thinking this is all a ruse to get people to purchase what they don't really need?
