I cannot get Internet Explorer any more

I have the Internet Explorer on my toolbar, but when I click on it, nothing happens. I have tried going to Google and entering the phrase "Go to Internet Explorer", but still nothing happens. I have tried to download Internet Explorer 9, but, again, no result.
I would appreciate any advice as to how I can resolve this matter.

If you're using another browser then try looking for IE on the start menu, rather than using the shortcut on the "toolbar"
