Windows installer service

I have been trying to install Itunes on my Laptop but keep getting the message
"The windows installer Service could not be accessed.
Windows Installer is not correctly installed"
Any help please

First step:
Try simply restarting your laptop. (Turn it off, wait for a few seconds and then restart it. That might be better than simply using the 'Restart' option).

Otherwise use Method 1 or Method 2 from here:

Thanks for that I have tried all the things it says but it still wont let me
It says "the system administrator has set polices to prevent this installation"
I am signed on as the system administrator How do I change it so as I can?
