It's also inaccurate if it's suggesting that, where filters won't suffice, viewers will be switched to Sky; the switch would be to Freesat (with the mobile phone provider paying for the equipment, as with any necessary filters for other viewers).
As there is no subscription-free cable service, a mobile operator would only pay for switching to cable (including any necessary subscription) if:
(a) a filter wouldn't suffice ; and
(b) the viewer's location meant that they couldn't receive satellite signals.
Even the BBC report I linked to above wasn't the first coverage of this matter; it's been known about for several years.
