Most people around here (including me) wouldn't touch Internet Explorer with any number of the the proverbial bargepoles. However the usual causes of home pages resetting themselves are as follows:
a) forgetting to click 'Apply' (rather than just 'OK') when changing the home page ;
b) correctly changing the home page but not not changing the start page as well (and then expecting the start page to display the same as the home page - although I'm not sure whether IE actually differentiates between the two anyway, as other browsers do) ; and
c) a browser hijacker taking over your home page. (See below).
Take a look at the URL of the page that keeps coming up. If it includes 'microsoft.com' then it's probably genuine. However if it's something different then you're probably seeing a fake Microsoft page which is there to tempt you into clicking on a dangerous link. If so, download, install and run the free version of Malwarebytes Anti-Malware to see if it can get rid of the hijacker:

(NB: When installing it, take great care to deselect the pre-ticked option to take a free trial of the Premium version).
Also take a look at your list of installed programs, to check that nothing has recently installed itself without your knowledge.
