Help with MSN Messenger

Can someone help me please?  I am unable to connect to MSN Messenger and I don't know why.  The message I get is:

We were unable to sign you into MSN Messenger, possibly because of a problem with the service or with your internet connection.  Please make sure that you are connected to the internet. 81000306

Obviously I'm connected to the net as I'm on here, so I click on the trouble shoot button, which then checks my connectivity and eventually get this message:

We were unable to toubleshoot your connection to the .NET Messenger service.  There is possibly a problem with the service, your internet connection or your proxy settings.  Please check your setting and make sure that you are connected to the internet

What's proxy settings? How do I check?  I'm still on dial up if that makes any difference?  Please help me.  Thanks
