online banks state that that they will reimbuse any fraud provided you have kept your AV /security up to date - so would they require proof of this and how?

I would imagine it would be impossible to prove - as soon as you were asked for proof - you would update it!

And what if you use a public computer? Quite safe for internet banking, as long as you properly log out and delete the history and cookies.
