I have created a web page using a template. I have added some hyperlinks. When I try to change the 'legend' "title1" I cannot. So I haver hyperlinks called title 1, title 2 etc. I have created pages for these hyperklinks I just waqnt to know how to change title to what its contents are e.g. contact, services

Hyperlinks are in the format
If you change the word "label" to what you want to appear on the web page it should change.
Note: Microsoft products are usually well known for producings loads of HTML code that is not required for the web page.
Not used Publisher myself, but if it is like Word it will probably have 10 times more HTML code than it actually needs.
