It is for you to claim a refund from the PO, but really you should refund your buyer without waiting.
If your buyer paid by PayPal and you can't prove that the jeans were DELIVERED, not just posted, then PayPal will refund the buyer immediately.
Proof of delivery is the signed receipt.
If you buy goods by post and don't receive them, you expect a full refund. And rightly so.

I send everything recorded now because I was sick of people saying they hadn't received their stuff. If you just send it by ordinary post some people think they can pull a fast one and pretend they haven't got it and demand a refund. I know the post isn't as reliable these days but I still think some people try to pull a fast one. If you send recorded it's not as easy for them to do it.
Having said that, I have been selling for years and the majority of people are honest.

Something similar happened to me and I emailed ebay and they basically told me
- it is the sellers responsibility to get the items to the buyer, even if it's lost in the post, the seller must refund
Also, if you haven't sent it recorded or special delivery, the post office won't let you claim against them, as they will have no record of whether it was delivered or not, they could be being scammed themselves so won't just pay out on a customers word that it hasn't been delivered

The receipt you get from the post office is also the Certificate of Posting (it used to be separate) - this entitles the sender to claim the value of the goods up to 10 times the cost of first class stamp - 36 at present.
It does not need to be sent either recorded or special delivery for this compensation.
Sometimes the post office will ask the recipient to sign a form confirming they have not received it.
What happens if your mail is lost?
If your mail gets lost, well give you a minimum compensation of 12 First Class stamps. However, if there was something of value in your mail, we'll refund the actual loss, up to a maximum of 36 or up to the market value, whichever is the smaller amount. Please apply for this within 12 months.
Please note that we do not pay compensation without an original certificate of posting being produced
