I'm assuming that the 'smpt' in your post is a typo. (If it's not, simply changing it, in your connection settings, to 'smtp' might do the trick).
There are countless references to error code 0x800CCC0E on Google. (It occurs with all Microsoft email clients). The problem is that no two sites seem to agree on how to fix it!
My own experience is that simply deleting the account, and the recreating it (using the instructions on your ISP's website), usually does the trick. (It's worked for me on several occasions and I've also helped a friend with a similar problem. We're both using Outlook Express but I doubt if that makes any difference).
However, one or two websites suggest that your security software might be causing the problem. If deleting and recreating the account doesn't work, try briefly disabling your anti-virus software (and/or your firewall) to see if that identifies the cause.
