What on earth are you on about?
He means if he uses a particular ISP, and has an email address from that ISP, like [email protected], then LEAVES talk talk and goes to another ISP company, what happens to his OLD email address.

Is it deleted straight away, or does it hang around for a while.

My GUESS is that it varies between companies, some may delete it straight away, others may leave it there for weeks or even months.
Some do, some don't. Some IDs remain forever and emails are forwarded by the old ISP for free, directly or through an intermediary site, some ISPs can charge an annual fee, but all of them could change their policy at any time. One way round this is to be registered for a domain where emails are forwarded to you automatically. Then you can change your ISP at any time with no worries - your email address will always be the same. e.g. [email protected]
